Log the assumption before it becomes hidden scope.

Every unresolved question should show the source document, temporary bid basis, person who can decide, date needed, final answer, and effect on the proposal.

    Question

    Write one specific scope, document, access, sequence, or responsibility question. Do not combine unrelated issues.

  2. 02

    Document reference

    Cite the drawing, specification, schedule, addendum, detail, or instruction that created the question.

  3. 03

    Working assumption

    State the temporary proposal basis clearly so reviewers can see what may change.

  4. 04

    Decision owner

    Name the project role authorized to resolve the technical, commercial, schedule, or contract question.

  5. 05

    Required date

    Record when the answer is needed to protect bid completeness, procurement, coordination, or field sequence.

  6. 06

    Resolution

    Save the dated answer and the document, addendum, RFI, or instruction that supports it.

  7. 07

    Effect

    State whether the resolution changes included scope, exclusions, alternate, price, schedule, coordination, or no item at all.
